3D modelling of Arsita town in the framework of the reconstruction

Abstract The drafting of the reconstruction plan of Arsita, a small town in Abruzzo, District of Teramo (Italy), hit by the 2009 earthquake, involved a multi-disciplinary expertise, concerning natural hazards (earthquake and landslide), engineering (construction structural characteristics, vulnerability and seismic damage), architecture and urban planning, energy efficiency, environmental sustainability, societal aspects, in order to suggest solutions to provide an overall better resilience of the place. The information collected on site was stored, analysed, and elaborated as geo-referenced parameters using a GIS (Geographic Information System) database/building inventory, a powerful hardware/software system implemented to manage the data at a territorial scale. In addition a 3D Model of the whole historical centre of the town was carried out by means of Visual Nature Software (VNS3) from 3DNature. With this software it was possible model, render and animate natural and manmade environments of the historical center of Arsita, with complete photorealism, by importing the GIS and/or geospatial data and make all of the numbers and obscure information into a photorealistic image that anyone can easily understand. In addition, VNS provides apparatus to control visualization directly from GIS data, simplifying and automating the process, and gives extensive support of readily available terrain, 3D object, vector, point, image, image sequence and GIS data formats. It is possible to add as much detail as required aiming at a really need to communicate the design effectively. Once the Arsita scene is completed, it is possible create animation around the scene. As example, thanks to the connection to the GIS database, it is useful realize a query about the single structural units (vulnerability, preservation state, masonry typologies, resilience level, etc.). Moreover, it is possible to use the scenarios feature to apply changes to the scene (new development, facilities change, reclamation etc.). In fact, the 3D model can be upgraded during both the development and the execution of the reconstruction plane. So, new technologies played a fundamental role in data acquisition and analysis, performed particularly using digital devices, which can be connected in a virtual net able to exchange the acquired data in real time. In particular, the on site collection of information (survey quick forms, photos, sketches, drawings, etc.) has been carried out exploiting the potential of a tablet (iPad), like camera, GPS, maps and other applications (called app.). Moreover, the in-field team filled up several quick survey forms directly entered or promptly transformed in digital and geo-referenced format, obtaining a real multimedia database. The GIS system allowed to visualise all the parameters on maps or ortho-photos, both singularly, enabling comparison among data, and by means of their interpolation, easily obtaining additional information precious for reconstruction interventions and guidelines. The 3D modelling allows the actual representation and management of the information and their updating in real time. In addition, it is a useful means for the reconstruction evolution visualize and manage. In fact, the 3D model can be upgraded in real time allowing to control the effectiveness of the intervention and suggesting any modifications. Therefore, the use of both GIS and 3D modelling, combined with digital data acquisition revealed a very powerful tool in the drafting of the Arsita reconstruction plan and in their management in the realization phases; it can be widely applied in future works requiring data geo-referencing and inventory.
